Fong announces House passage of military and veterans funding bill

The House of Representatives passed H.R. 8469, the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2027 (MilCon/VA), on May 15 with support from Rep. Vince Fong of California’s 20th district. The legislation includes funding for military infrastructure improvements, veterans’ health services, and quality-of-life enhancements for military families.

The measure is intended to strengthen national security by supporting readiness at key installations and providing resources for servicemembers and veterans. Rep. Fong said, “I am proud to provide essential support and resources for our warfighters, military families, and veterans. This legislation ensures our military is ready to meet the challenges of today and tomorrow, while making important investments in the quality of life of our military families and those who have served. I secured critical funds for the AFRL Rocket Lab that will strengthen defense operations and security at Edwards AFB. This legislation delivers wins for our military installations, the servicemembers who call them home, and our veteran community.”

Dr. Shawn Phillips stated: “The continued modernization and upgrade of our nation’s military installation gates is crucial… The funding for the AFRL Rocket Lab’s inspection area removes existing traffic bottlenecks while upgrading the security and safety at the site.” Justin Salters added: “East Kern’s military installations play a crucial role in providing our warfighters with the capabilities they need to assure our nation’s security… We appreciate Rep. Fong’s leadership to fund much needed construction projects at AFRL Rocket Lab…”

According to details released by Rep. Fong’s office regarding H.R. 8469: $4.5 million will go toward constructing a Vehicle Search Area at Edwards Air Force Base; oversight measures are directed at upgrading aging infrastructure at Naval Air Weapons Station China Lake; reviews are required on housing shortages tied to mission growth; steps are outlined to advance construction or relocation efforts related to Bakersfield Community-Based Outpatient Clinic; increased accountability is required from Veterans Affairs regarding project delays.

Overall discretionary spending in this bill totals $157 billion—about $4 billion above Fiscal Year 2026 levels—with additional mandatory program allocations bringing total funding up to $469 billion for Fiscal Year 2027.
