Congressman David Valadao of California’s 22nd District has introduced new legislation aimed at expediting federal approval processes for key infrastructure projects. The Determination of NEPA Adequacy Streamlining Act would permit federal agencies to use existing Environmental Assessments or Environmental Impact Statements under the National Environmental Policy Act (NEPA) when considering projects with similar environmental impacts.
Valadao stated, “The Central Valley has numerous essential improvement projects stuck in limbo because of excessive red tape, and we should be doing everything we can to put shovels in the ground. Streamlining the slow, overly bureaucratic approval process by allowing Secretaries to use previously conducted and scientifically sound environmental reviews under NEPA will help move these tied up projects across the finish line. We need to get rid of these repetitive roadblocks, and I’m proud to lead the charge to unlock projects that will strengthen our region’s energy supply, improve our water infrastructure, and deliver the critical upgrades our communities have been waiting on for far too long.”
According to information provided by Valadao’s office, the Central Valley depends on timely federal approvals for vital improvements. However, increasing workloads and staff shortages have contributed to significant backlogs in the NEPA review process. These delays often result in higher costs and stalled economic growth as communities wait for necessary infrastructure updates.
Valadao has represented California’s 22nd congressional district since 2021 after replacing former congressman TJ Cox. He previously served in the California State Assembly from 2010 to 2012. Born in Hanford, California in 1977, Valadao continues to reside there.
The bill is designed to allow agencies to rely on completed environmental documents if a project or its impacts remain unchanged. Supporters say this approach maintains environmental protections while reducing redundant paperwork.
